The tumultuous 1960’s tested Federalism in a tug of war between state and federal powers. Governor Reagan used the National Guard in Berkeley. Race and class poverty related riots in 1967 Newark, followed by the 1968 MLK assassination, country wide riots witnessed 13,600 armed troops in Washington D C alone. ]The Ohio State National Guard went to Kent State in 1970 and killed or wounded 13 unarmed students in Vietnam War protests.
